The Russians could get all their birds in the air before any of ours even hit, nuclear war will be suicide no matter how many tax dollars we send to the Pentagon, because for every trillion dollar system they design there is a million dollar countermeasure. It's all a losing game. Pentagon builds anti-ICBM lasers, Russians cover ICBMs with mirrors, etc. etc. ad nauseum. What the hell are you talking about?
