The main danger is Russian Launch On Warning because of US First-Strike Capability. According to Merriam-Webster, a "windfall" is "an unexpected, unearned, or sudden gain or advantage". Makes only sense if the "windfall" is meant to actually NOT be of benefit to the Iraqis.
