Not sure if Iran ever created the exchange, but everytime the criminals in the U.S. government (and their masters in the Israeli government) start threatening some country in the Middle East it usually coincides with that country wanting to sell its oil for something other than U.S. dollars. I really do think it is that simple. The only reason I can think of that the U.S. keeps threatening Iran is that Iran wanted to start its own oil bourse denominated in other currencies besides the U.S. dollar.
