Did Ukraine have universal healthcare before the war?
Probably. When it was part of the USSR, health care would have been universal…you know ..the socialism the USA 1% hates but the bottom USA 50% wishes they had. So I doubt when Ukraine became independent voters would have allowed universal healthcare to be axed.
