I mean, if you look at the assessments for major metropolitan centers in both the USA and the Russian Federation, you'll discover that the RF is better prepared to shelter its civilians against nuclear attack, than the US.
The Russian government has been renewing nuclear shelters and making civil-defense plans, while the US strategy seems to be a careless admixture of "well, FEMA, doomsday preppers, and fiat declarations from the CDC should see us through a nuclear war, we guess."
Our government doesn't care about its civilians. They think the population needs thinning out, so….
Too much ‘free time’?….
