RIP: Leonard P. Liggio (1933–2014)

I lost one of my favorite teachers this week, as did so many other libertarians, not to mention the freedom movement as a whole. Leonard P. Liggio, 81, died after a period of declining health. Leonard was a major influence on my worldview during the nearly 40 years I knew him. While I had not seen him much in recent years, I have a hard time picturing the world – and the noble struggle for liberty – without him. He was one of my constants.

Leonard was not my teacher in the formal sense. I never got to take any of his classes. But like many libertarians of my generation and beyond, I learned so much from him through occasional lectures and especially conversations.

Since the early 1950s, before he had reached the age of 20, Leonard was a scholar and activist for individual liberty, the free-market order, and the voluntary network of social cooperation we call civil society. (He was in Youth for Taft in 1952, when the noninterventionist Sen. Robert Taft unsuccessfully sought the Republican presidential nomination. See Leonard’s autobiographical essay in I Chose Liberty: Autobiographies of Contemporary Libertarians, edited by Walter Block.)

In his long career, Leonard was associated with the Volker Fund (a pioneering classical-liberal organization), the Institute for Humane Studies, Liberty Fund, the Cato Institute, and finally, the Atlas Network. He was also on the faculty of several universities, including George Mason Law School, after doing graduate work in law and history at various institutions.

Leonard studied with Ludwig von Mises and a long list of eminent historians. He knew the founders of the modern libertarian movement: F.A. Harper, Leonard Read, Pierre Goodrich, Ayn Rand, and more. He was an early member of the Mont Pelerin Society, founded by F.A. Hayek, and eventually president of the organization. As a young man he became close friends with Murray Rothbard, Ralph Raico, George Reisman, Ronald Hamowy, Robert Hessen, and others who comprised their Circle Bastiat. He literally was present at the creation of the movement and helped to make it what it would become.

I believe I originally met Leonard in 1978, at the first Cato Institute summer seminar at Wake Forest University. (I was a newspaper reporter in those days.) However, I may have been introduced to him the year before in San Francisco. That was the year Cato was founded. Leonard was an original staff member and editor of its unfortunately short-lived journal, Literature of Liberty.

The ‘Boomerang Effect’: How Foreign Policy Changes Domestic Policy

The late Chalmers Johnson, the great analyst of the American empire, warned that if Americans didn’t give up the empire, they would come to live under it.

We’ve had many reasons to take his warning seriously; indeed, several important thinkers have furnished sound theoretical and empirical evidence for the proposition. Now come two scholars who advance our understanding of how an interventionist foreign policy eventually comes home. If libertarians needed further grounds for acknowledging that a distinctive libertarian foreign policy exists, here it is.

Christopher Coyne, an economics professor at George Mason University, and Abigail Hall, a Ph.D. candidate in economics there, have an important paper in the Fall 2014 issue of the Independent Review: “Perfecting Tyranny: Foreign Intervention as Experimentation in State Control.”

Their thesis is at once bold and well-defended: “Coercive government actions that target another country often act like a boomerang, turning around and knocking down freedoms and liberties in the ‘throwing’ nation.” This happens when the size and scope of government increases as a result of foreign intervention.

Advocates of foreign intervention – whether conservative or progressive – seem to believe that foreign and domestic policies can be isolated from each other and that illiberal methods used in foreign lands, such as bombing and military occupation, need not disturb domestic policy. In other words, freedom at home is consistent with empire abroad.

The Antimilitarist Libertarian Heritage

With the United States on the verge of another war in the Middle East – or is it merely the continuation of a decades-long war? – we libertarians need to reacquaint ourselves with our intellectual heritage of peace, antimilitarism, and anti-imperialism. This rich heritage is too often overlooked and frequently not appreciated at all. That is tragic. Libertarianism, to say the least, is deeply skeptical of state power. Of course, then, it follows that libertarianism must be skeptical of the state’s power to make war – to kill and destroy in other lands. Along with its domestic police authority, this is the state’s most dangerous power. (In 1901 a libertarian, Frederic Passy, a friend of libertarian economist Gustave de Molinari, shared in the first Nobel Peace Prize.)

Herbert Spencer, the great English libertarian philosopher of the late 19th and early 20th century, eloquently expressed radical liberalism’s antipathy to war and militarism. His writings are full of warnings about the dangers of war and conquest. Young Spencer saw and cheered the rise of the industrial type of society, which was displacing what he called the militant type. The industrial type was founded on equal freedom, consent, and contract, the militant on hierarchy, command, and force. Yet he lived long enough to see a reversal, and his later writings lamented the ascendancy of the old militant traits. We have a good deal to learn from the much-maligned Spencer, who is inexplicably condemned as favoring the “law of the jungle.” This is so laughably opposite of the truth that one couldn’t be blamed for concluding that the calumny is the product of bad faith. As Auburn University philosopher Roderick Long writes,

The textbook summary is absurd, of course. Far from being a proponent of “might makes right,” Spencer wrote that the “desire to command is essentially a barbarous desire” because it “implies an appeal to force,” which is “inconsistent with the first law of morality” and “radically wrong.” While Spencer opposed tax-funded welfare programs, he strongly supported voluntary charity, and indeed devoted ten chapters of hisPrinciples of Ethicsto a discussion of the duty of “positive beneficence.”

Empire on Their Minds

The conflict in Ukraine has prompted several level-headed commentators to point out that, of all governments, the U.S. government is in no position to lecture Russia about respecting other nations’ borders. When Secretary of State John Kerry said on Meet the Press, “This is an act of aggression that is completely trumped up in terms of its pretext.… You just don’t invade another country on phony pretext in order to assert your interests,” one of those commentators, Ivan Eland, responded,

Hmmm. What about the George W. Bush’s invasion of Iraq after exaggerating threats from Iraqi “weapons of mass destruction” and dreaming up a nonexistent operational link between Saddam Hussein and Osama bin Laden and the 9/11 attacks. And what about Ronald Reagan’s invasion of Grenada in 1983 to save U.S. medical students in no danger and George H.W. Bush’s invasion of Panama because its leader, Manuel Noriega, was associated with the narcotics trade?… More generally, Latin America has been a US sphere of influence and playground for US invasions since the early 1900s – Lyndon Johnson’s invasion of the Dominican Republic in 1965 and Bill Clinton’s threatened invasion of Haiti in 1994 being two recent examples.

Indeed, Russia isn’t the only country that has brutally regarded its “backyard” as its sphere of influence and playground. This doesn’t make it okay for the Russian government to behave as it has, but as Adam Gopnik observes,

Russia, as ugly, provocative, and deserving of condemnation as its acts [in Crimea] may be, seems to be behaving as Russia has always behaved, even long before the Bolsheviks arrived. Indeed, Russia is behaving as every regional power in the history of human regions has always behaved, maximizing its influence over its neighbors – in this case, a neighbor with a large chunk of its ethnic countrymen.

Eland of course only scratches the surface in mentioning the U.S. government’s unceasing program to control events in its sphere of influence. Some people understand that this program preceded the 20th century; it did not begin with the Cold War. The Spanish-American War, 1898, may come to mind, but I’m thinking further back than that. How far back? Roughly 1776.
